A hold means some requirements are still unresolved. It gives the applicant one paid completion-verification opportunity across the affected programs; it is not approval.
The completion-verification fee is calculated separately for each affected program under the Fees & Exemptions schedule.
- Read your hold noticeEach hold code comes with a plain-language reason and the evidence or correction it needs.
- Request the one completion opportunityThe affected programs and their applicable completion-verification fees are listed before payment.
- Submit one complete packetAfter payment, submit the evidence index, response statement, corrected material and attestation once under the existing registry number.
- Receive the final outcomeThe reviewer records Active, Conditional or Registration Declined — Final with reasons. A second submission is not accepted for the same scope.

Political, religious and cultural review assesses evidence, rights, attribution, disclosure and safety — never whether GPRCC agrees with a lawful viewpoint.
Reasoned & reviewable
Declines and disapprovals identify scope, standard version and jurisdiction, with reconsideration or appeal where the program permits.
Digital & AI integrity
Provenance, synthetic-media disclosure, voice/likeness consent and version history are built into the standards catalog (GPMCCC Title XIV).
