On HoldRegistration CompletionActive

A hold means some requirements are still unresolved. It gives the applicant one paid completion-verification opportunity across the affected programs; it is not approval.

The completion-verification fee is calculated separately for each affected program under the Fees & Exemptions schedule.

  1. Read your hold noticeEach hold code comes with a plain-language reason and the evidence or correction it needs.
  2. Request the one completion opportunityThe affected programs and their applicable completion-verification fees are listed before payment.
  3. Submit one complete packetAfter payment, submit the evidence index, response statement, corrected material and attestation once under the existing registry number.
  4. Receive the final outcomeThe reviewer records Active, Conditional or Registration Declined — Final with reasons. A second submission is not accepted for the same scope.

Hold Notice requirements

Every hold must be actionable. A generic "not approved" message is not sufficient. The notice must show:

  • Program name and registry number
  • Current status and hold date
  • Each hold code and plain-language reason
  • Evidence or corrective action required
  • Whether the item is shared with another GPRCC program
  • Applicable standard / country-module version
  • Whether authority consultation is pending
  • What outcome can occur if the issue is cured, partially cured or not cured
  • Available reconsideration or appeal route if a later adverse determination is issued

Applicant completion packet and fee

The applicant has one completion-verification submission. The quote lists each affected program, the applicable fee band, payment terms and the deadline. Payment does not guarantee an Active outcome.

Core programPlanning band (USD)
IRTC$7,250–$20,500 USD
IMRC$6,200–$25,000 USD

Four core registration completion tracks

Record continuity. The original registry number remains attached throughout the one completion opportunity and final determination. Registration Declined — Final closes the scope permanently; no new registry number may be created for the same work and rights-holder scope.
