Final status. Registration Declined means the single completion-verification opportunity did not establish the required scope. No new application, resubmission, replacement registry number or second paid completion review is accepted for the same work and rights-holder scope.
When Registration Declined applies
The status is issued when required evidence remains unresolved after the applicant has had the one completion-verification opportunity, or when identity, authority, permissions or jurisdiction prerequisites cannot be established within that opportunity.

Finality rule. A correction or complaint may amend the record of the decision, but it does not create a new completion opportunity. A genuinely different work or rights-holder may require a separate eligibility assessment.
