Reconsideration grounds

| Procedural fairness issue | Material conflict, failure to consider submitted evidence, insufficient notice or another defined process defect. |
Independent review safeguard
The Independent Appeals Chamber reconsiders contested GPRCC decisions using members not involved in the original determination, and publishes reasoned outcomes where appropriate. The review record preserves the original decision and creates a new immutable decision event.
Due-process requirements
- Published standard and version must exist before adverse reliance, except defined emergency/suspension procedures.
- Applicant receives reasons sufficient to understand the finding without exposing confidential sources or privileged material.
- Material adverse evidence should be disclosed to the extent lawful and appropriate, with a response opportunity.
- Conflicts must be disclosed and managed.
- Enhanced cases require second-level review or panel review.
- Appeal decision-makers must not be responsible for the original determination.
- Decisions must identify scope, jurisdiction, authority basis, standard version, evidence categories and any limitations.
- External referral does not mean the external authority has adopted GPRCC's conclusions.

Eligibility. Reconsideration and appeal apply where the program rules provide them — see each record's Decision block for "Reconsideration deadline" and "Appeal route," which read "Not applicable" until an adverse determination exists and a deadline is actually configured.
